Daines explained how his bill will bolster American mining:

Here’s the situation. There are very few places in the world you can mine palladium and platinum. It’s a critical material that goes into catalytic converters for the automobile industry and keeps our environment cleaner. And the issue is, the Russians are dumping their palladium at way below market prices, forcing mining operations, like in Montana where we mine palladium, to have to lay off 700 miners because of this. So the problem is, with buying Russian palladium we’re funding Russia’s efforts there basically in Ukraine. So, what my bill does is it protects America from dumping this palladium, Russian palladium, into our country, prohibiting it to allow our domestically produced, Montana-produced palladium to get back on the market again and save the 700 jobs, but [most] importantly stop the Russians from profiteering off of the American people.

…So this is to protect manufacturing of automobiles here in America and making sure we’ve got Montana-sourced, U.S.-sourced palladium. This goes right back to President Trump’s America First agenda. More made-in-America energy, made-in-America minerals, made-in-America automobiles, it all ties together.

Daines applauded President Trump for supporting Made-In-America energy:

Thank God for the election and President Trump becoming our Commander-in-Chief again. Every hour is like a new day in Washington, [with] the speed of which this administration is moving. An example of that certainly is on the issue of energy. Think about what President Biden did. On day one, he killed the Keystone XL pipeline. That pipeline comes right through the state of Montana- kills jobs, kills a million barrels of oil a day, and it kills about $60 million a year of tax revenue to some of my impoverished Montana counties. Second, he put a pause on LNG export terminals to build a couple new terminals in a place like Texas. More LNG. Let’s export that around the world, because when America is producing more energy, the world is a lot more secure. And third, he banned oil and gas leases serving a lot of our public lands. This has been reversed now by President Trump. We all know that energy security is economic security. It’s also national security. It all ties together to ensure that America remains economically secure, as well as our national security, where the world looks to America for energy instead of dependencies on places like the Middle East and Venezuela and Iran.
