U.S. SENATE – U.S. Senators Steve Daines (R-Mont.) and Jacky Rosen (D-Nev.) today introduced the bipartisan “Multi-Cloud Innovation and Advancement Act” to modernize and streamline the adoption of cloud computing technology in federal agencies.
“Implementing multi-cloud services will help the federal government keep up with the newest technology and better serve Montanans by increasing efficiency, security and innovation,” Daines said. “With the increase of cyber-theft and hackers stealing American’s personal information, this bill will help ensure that federal agencies have the tools in place to protect Americans’ personal, health and tax information. I’m glad to introduce this bipartisan bill that helps support the modernization of the U.S. government.”
“Any Nevadan who has had to deal with the federal government understands how outdated systems interfere with their ability to get help in a timely and efficient way,”said Senator Rosen. “As a former computer programmer, I’m working across the aisle to advance innovation like multi-cloud computing and streamline systems for federal agencies to better serve Nevadans, protect information, and lower costs.”

Statements of Support:
“The Enterprise Cloud Coalition applauds Senator Daines’ and Senator Rosen’s bipartisan Multi-Cloud Innovation and Advancement Act of 2023. As U.S.-based cloud services companies, we have seen the application of our business model in the commercial market and the resulting benefits of adopting multi-cloud solutions and believe the federal market will see similar benefits on the digitalization journey. This bill will help accelerate the federal government’s digitalization process with multi-cloud solutions that promote innovation, efficiencies, security, portability, and interoperability.” – Andrew Howell, Executive Director, ECC
“The Software Alliance applauds Sens. Steve Daines (R-MT) and Jacky Rosen (D-NV) for their bipartisan leadership to further the adoption of multi-cloud solutions by the US government. Multi-cloud solutions help to provide better services to government at a more competitive value for taxpayers. Adopting a path to multi-cloud solutions helps avoid overcommitting the government to any single cloud service provider. This approach facilitates the ability for cloud services to operate with one another, which can enhance their resiliency, while allowing for the government to move data easily. And a multi-cloud approach ultimately encourages cost competition between providers. The Multi-Cloud Innovation and Advancement Act of 2023 introduced by Senators Daines and Rosen will help the government fully realize the benefits of IT modernization and digital transformation tools. BSA looks forward to partnering with Senators Daines and Rosen – along with bipartisan House leaders who have introduced similar legislation – to advance multi-cloud solutions for the US government.” – Victoria Espinel, CEO, BSA
“I commend Senators Steve Daines and Jacky Rosen for their leadership in introducing the bi-partisan Multi-Cloud Innovation and Advancement Act of 2023. This critical legislation will help the federal government adopt a cloud-smart approach, preparing federal agencies for a multi-cloud future. VMware also supports the bill’s focus on addressing the workforce development and training needs necessary to realize the full benefits of a multi-cloud future.” – Raghu Raghuram, CEO, VMware
“Multi-cloud strategies that distribute data across multiple cloud service providers’ infrastructure and platform services ensure that U.S. Government agencies will have access to ongoing innovation in artificial intelligence, machine learning and, eventually, quantum computing. Microsoft supports the Multi-cloud Innovation and Advancement Act and commends Sen. Daines and Sen. Rosen for introduction. We look forward to working with them, as well as government stakeholders to help ensure its objectives come to fruition.” – Fred Humphries, Corporate Vice President, U.S. Government Affairs, Microsoft.
“A hybrid approach that combines the strengths and offerings of multiple cloud providers is the only realistic way to serve the federal government’s evolving IT infrastructure and application development needs. IBM applauds Senators Daines and Rosen for advancing this vision through their Multi-Cloud Innovation and Advancement Act, and we look forward to continuing to support federal agencies as they transition to secure, scalable hybrid cloud environments.” – Susan Wedge, Managing Partner, U.S. Public and Federal Market at IBM Consulting
